Unlike most other potions and oils, this item does not get discarded to be used. Instead, it affects all other magic items, and artifacts clasified as weapons, tripling it's icon bonus. This has no effect on the powers of that card, or bonuses granted by that power.
Therefore, it is most useful with magic items where the bonus is a primary reason to use the card. Good combos for it include the Staff of Conjuring (165/4th), Kevin's Blade of Doom (206/3rd), Girdle of Storm Giant Strength (183/4th), Maul of the Titans (79/DR), Wand of Orcus (1/AR), or Murlynd's Spoon (65/IQ).
If opposing this card, the best way to deal with it isn't to destroy the oil, but destroy the other magic items it is enhancing. As such, the best type of champion to use with the Oil of Impact are those that can not be forced to discard their magic items for any reason, such as Cyan Bloodbane (41/DR).
Since most tournament combat is not resolved by level, but instead by special powers, this card will rarely show up in major tournaments. However, it will be seen in tons of fun games.
